I know you said no seafood, but Bonefish Grill has a great atmosphere and great fish. The Black Angus in Va Beach is nice also. If she is korean fish is the way to go! Otanis is fun so is hibachi. I have been to too many restaurants so if you have a genre of food you want just tell me I'll give you good idea!

Check out La Galleria in downtown Norfolk. I honestly think this is the best restraunt I've been to in this area. The link has their menu to see if it's in your price range and if they have stuff you'd want to eat.
