Saleen does not add the hose to the engine, the purchaser must do that. It would not be legal otherwise. Nitrous needs to be disconnected and unable to use to be street legal.

so you can have the bottle in your car, but if its not hooked up while you were on the streets you are good? What about in VA?

Yes. Possession of a bottle of nitrous is not illegal. Having it connected in any of the 50 states is illegal for road use.

So basically in Va if you have a bottle mounted in the trunk and plate mounted on the motor but the lines packed up in a bag or box or whatever. Its legal....Correct...??

Yes. The bottle would be considered a hazardous material in transport, just as if you bought a tank of propane for your grill.

I'll have to do some more looking but I'm 99.9999999999999999999% positive that nitrous is legal to use on vehicles in Fl. I've been searching the statutes and have not found anything saying otherwise.

Same here but i know as long as i have been in georgia, which where i live is 45 min's away from Tallahassee, Fl, it has always been legal to have nitrous in Fl vise is why Fl could sell the Saleen Ford Focus and Ga couldn't.
