I think I have seen a black GTO rolling in FEVA. I'll keep an eye around Ft. Eustis since I work there.
Take under consideration that the car and/or individual can be here just for an Army school (30, 90 or 120 days) if he is in FE.

I know for a fact that it was VA tags, as far as what they are, I dont know.
