I normally run 40psi on these tires, but factory spec on the original 205/70-14s was 28psi in the front.

Oh,okay.That shouldn't cause much unusual wear-I thought you meant like really low pressure.
Maybe it's not really that unevenly worn,and the shoulder blocks just show wear oddly(the voids aren't full depth,so the shoulders wear to form bigger blocks).I'm not familiar withhow whatever that tire is looks normally.There's still 1/32" to 2/32" left before the wear bars on the center anyway.

It's a Toyo T1R. Here's the tire on the other side of the car.
