The ruckus is supposed to be around 12.5-12.8 at WOT, when I was riding it last nite I was getting between 12.6-13.5. So I am not to sure when he was hitting 11.8. With the cold weather approaching I think he is going to be pretty good with where he is at.
Using a wideband makes tuning SOOOOOO easy. I would recommend people get one now, takes out all the guessing.
