I don't think there is a "prime" time to go, people come and go as the night passes...I think when I left last Friday around 1am there had to be at least a good 100-200 ( yeah I know, it's a broad range :/ ) cars out there, but a lot of people go out, run, and come back.

 

went there around 1230ish and not alot of people were there, so i just circled the lot and left. some cool cars though

 

i got my runs in for tonight.

 

The cops had already came, I was there...they kicked us out at like around 11pm in Norfolk, so we came down to VA Beach and they kicked us out there too, so we went back out to Norfolk and chilled there with like the 20 cars that were there :P Shitty night...hopefully it will be better next week.
