Spic the passport is for second form of Identity.. and if u read my later post, that it can be replaced other types of ID..
and Car being present is required for VW... due to it wont start the car with out the immoblizer.. on 99+ Car's... which all sidewinder key's need to be programmed even the Valet keys..

When I went to get a VIN key made for my MR2 that's what they needed. Once I gave that to them, I think it'd be the same as any other car. But who knows...I didn't go through all that trouble...I believe it was because it was so old...but I can't remember.
