Here's the law:

This is the key part of the law that you need to pay attention to in order to beat it in court:

An exhaust system shall not be deemed to prevent excessive or unusual noise if it permits the escape of noise in excess of that permitted by the standard factory equipment exhaust system of private passenger motor vehicles or trucks of standard make.
The Society of Automobile Engineers made the (standard j1169) 95db limit the standard for passenger vehicles and light trucks in May of 1998.

just because SAE set something as a standard, doesnt mean its in the law. bottom line: if its not OE or an OE replacement (meaning if the vehicle in question came with a stock chambered exhaust from the factory, and you installed a chambered exaust on it that was of a different design, ie chamber size different, less chambers, etc, it is not an OE replacement, hence its not legal) its illegal.
