I'm reading the Code of Va (§ 46.2-715, § 46.2-716) and can only find that it has to be securely mounted in both the front and back, unobscured. Windshield glass is not tinted and would not obscure it. If you mount it "securely" then there should be no issue and would save plenty of fines.

I had one mounted to my A-pillar several years ago. I got a ticket for no front plate and another one for driving with an obstructed view.
