imo you should follow these steps
1. pick up an ef hatch
2. install v-takkk
3. get nos. 1 bottle manditory, 2 bottles optional
This along with a CAI and fart can you'll be good for 250hp. If you install airplane parts and cover the sides of your whip with stickers you should break 300.
Be careful goin to the track, with the power these mods bring to the table you might need a custom slowness switch to cut your power down to safe levels. otherwise you'll need a roll cage.

just an aside, but 190HP is only gonna shut people up if the car weighs next to nothing, that in a striped down civic or a CRX, yes it will run quick, considering the 1800 pound curb weight of a CRX. It's not power, but power to weight that means speed.
For five grand for an import, a decent civic is an easy find, a teggy or a 240. I don't know what you like, but 5K is a decent budget to deal with, heck 7 is buying the used OZ Rally Edition Lancers now days.
