Yeah 15s are WAYYYYY to small for S13/S14/S15s, 16s can be pulled off by S13s if they're real low and the wheels are wide enough:

I've never seen another car pull off 16s, everyone gets 7 or 8" wide wheels and runs 225/50s or something, and has like 2" of wheel gap.
