There's probably far less to this story than meets the eye.... I'm betting the Veyron owner found a buyer for his car and wanted a ZR1 so he worked the deal through the dealer. Not sure why you'd do that, but it's not like he traded it even for a ZR1... I'm sure it was a ZR1 + $1.2 mil or something like that.
