Yes, I don't see myself claiming it though. Both tires are holding air now. I got the run around from the city and VDOT today and finally got an address to write the actual company responsible for the construction. I'm most likely going to raise absolute hell with them and demand new wheels. If they don't respond I'm just going to go up through the company until it gets settled.

Well I didn't notice how bad the back was until later. The front wheel alone was over $500, I can only imagine how much the rear will be. If the company absolutely refuses to pay and there is nothing more I can do I'm just going to take them off and have a wheel shop fix them.
