I think I started with the dept responsible for maintaining the roads. Since I think highways are state run you would probably want to contact VDOT. Taking pictures of the culprit would help, and stopping in to an office would show you mean business. Don't be ass though, be persistant and nice at first. Plead your case. You'd be surprised how far kindness will go. That's as far as I had to go, but if that don't work I guess being an ass would be a last resort. Good luck dudes.
Still no word on the guy that stopped in front of me. Guess no one caught the plates. What sucks even worse, I have massive dark purple bruise from about my left hip to my spine.
