Question 94 civic radio help

I've searched tons of posts on here and I cannot find an answer to my annoying ass problem. I recently bought this hatch off a kid and he took out his subs out of it and since i've owned it the radio will not work. I read the wires they read good. I thought maybe the head unit was fried so I bought a new one and a new harness. Its still not working. Any input will help. I really don't want to chase wires all through the dash. The fuses are all good (the one in the back of the radio and the one under the dash). I'm at a loss. -_-

When you said you read the wires, which ones did you read? (power, ignition, ground?)

If you have a new radio and the constant/ignition/ground wires are good, it will work. You're not testing something properly. Try the radio without any other wires connected other than those 3, in case you have a short in the speaker wires.

You still haven't said what doesn't with though; does it not turn on, or does it turn but not output sound, etc? There's not really any useful information here so far.

The radio doesn't even turn on. I tested the ignition and it read 12v at the harness from the car. Constant read 12v and ground read some ohms I don't remember exactly

But maybe I am reading it wrong because there is no way that it's reading power and the radio isn't turning on

One thing I have done in the past was take the head unit yellow and red wire and hooked strait to the positive of the battery and grounded the ground wire so I could extract a CD from a unit I removed from my car. If your head unit powers on that way, you measured something wrong.

Alright so when I had the car off key off acc read 0v and battery read 1.5v. Key on car off battery read 1.5v and acc read 13v. Key on car on acc read 14v and battery read 1.5v. So there's am issue with the battery? Or just the battery wire?

That would be the battery wire there.
