Re: 95 civic not gettin fuel
If you haven't already, turn the car to "on" but don't start, listen for the fuel pump. If you don't hear it, there is one thing you could check.
Your fuel pump circuitry runs through your main relay, not in your fuse box.
A common problem especially with the change in the weather is the soldered connections in your main relay cracking away from the leads.
This happened to me last year just as it started to get warm.
A new relay is expensive, but you may be able to fix yours by prying of the plastic cover and re-soldering the connections. Been a year since I did mine, and it's still working fine.
Not saying that's what it is, just something to check.

Re: 95 civic not gettin fuel
All of the above. Take the gas cap off, and have a friend put an ear to the fill hole while you turn the key over. It's not always easy to hear the fuel pump in the car, especially with the door closed, or it open and "key-dinging" in your ear.
Do this and let us know what you hear.

Re: 95 civic not gettin fuel
probably gonna want to check for signal at the ecu(P28).
A1-INJ1 INJECTOR#1 Brown, Battery Voltage with KOEO
A2-INJ4 INJECTOR#4 Yellow, Battery Voltage with KOEO
A3-INJ2 INJECTOR#2 Red, Battery Voltage with KOEO
A5-INJ3 INJECTOR#3 Blue, Battery Voltage with KOEO
A7-FLR1 fuel pump Grn/BLK, Battery Voltage with KOEO
If all that ^^^ tests out ok, check fuel pressure at fuel filter.
hope this helps

Re: 95 civic not gettin fuel
dude idk why everyone says to listen for the pump...that thing has a mechanical fuel pump.
Check to make sure the ecu is getting power, mostly just see if the check engine light comes on then goes out when you turn the key on also make sure there is a bulb for the cel. Check grounds on the car, specifically the one on the thermostat housing, sand the contacts and re-attach it. And like guy above me said check for 12v but check at the ecu, at the pump and at the main relay.
