The question is what defines the passenger compartment? Most likely sidepipes would mean before rear wheels which won't be behind the passenger compartment...but its behind any opening doors/windows so its a draw....

on a car, unless they came from the factory with them, its illegal. Saleens are borderline, since it didnt come from Ford like that, but Saleen is considered a manufacturer last i checked.
corvettes are legal. if you add them, its not. has to exit to the rear of the passenger compartment, and not leak. in front of the rear tires is not accepted in VA.

Exactly what law would you be breaking? All you need for a state inspection is:
14. – INSPECT EXHAUST SYSTEM FOR:
Exhaust line-manifold, gaskets, pipes, mufflers, connections, etc.
Leakage of gases at any point from motor to point discharged from system.

theres alot of conflicting laws. like all you need is an exhaust pipe existing the rear of the passenger compartment. so you dont need a muffler. but if you put any muffler other than a stock or oem replacement its illegal.

The only thing I can find that might be applicable is 46.2-1049, where sidepipes could not be considered an exaust system not "of a type installed as standard factory equipment", but as long as it meets the noise and pollution requirements I doubt you would be found guilty in court.
§ 46.2-1049. Exhaust system in good working order.
No person shall drive and no owner of a motor vehicle shall permit or allow the operation of any vehicle on a highway unless it is equipped with an exhaust system of a type installed as standard factory equipment, or comparable to that designed for use on the particular vehicle as standard factory equipment, in good working order and in constant operation to prevent excessive or unusual noise. An exhaust system shall not be deemed to prevent excessive or unusual noise if it permits the escape of noise in excess of that permitted by the standard factory equipment exhaust system of private passenger motor vehicles or trucks of standard make.
The term "exhaust system," as used in this section, means all the parts of a motor vehicle through which the exhaust passes after leaving the engine block.
Chambered pipes are not an effective muffling device to prevent excessive or unusual noise.
