Appears to be a DVD console motor in the video. Isn't Adam's mounted (non-moving) and just bent at an angle? I like Adam's because you can technically get away with it.

nah it is operated with a vacuum solenoid. it can go up (legal) or down (not legal, but allows more air past the FMIC). somebody has a short video of it.

Adam reversed his kit because the kit was developed for carshow guys in which the plate would be non-visible when the car's off and down when the car is running.
