when i bought the car it had a 98 ls motor in it and they used the stock d series harness and cut off the 2 plugs and wired 1 plug to run the motor. I have an obd2 ls dizzy on an obd1 b16 i wanna know if i can use an obd2 b16 dizzy on the motor i have now.

The answer is YES if...your OBD2 dizzy has all three sensors inside the distributor vs the ITR's with the crank angle sensor next to the crank pulley...and if you convert the OBD2 grey connector to a OBD1 connectors.
That's it! The coils are the same. the ICM's are the same. The crank angle, the cylinder position, and TDC sensors are all the same as are the teeth count on the sensor pickups.
