Arrow NEW PROBLEM!! turbo car running rough till warms up?

I have a b16 turbo eg hatch, it runs really rough sounds to almost be missing till warms up. Especially when has set over nite wasnt that bad till we got this weather change.
When first start the car it acts like it doesnt want to run idles really high then acts like it wants to cut off, then when try to drive it runs rough like has no power then slowly gets better as it warms up and runs good. Not my daily driver but would like to know whats the deal. I do give it time to warm up dont just jump in it and drive off, but takes a long time to start running right.
Any ideas?
Could it be the tune? Not to happy or feel to safe bout it after learning history of tuner
But lmk what yall think Thanx

NEW PROBLEM
now when the car comes up to temp and starts to smooth out and run better, it revs up and down when stopped at lights, revs up to 3 gs then down to 5 hundred or so, acts like is the iac messing up, or was thinking maybe air in coolant system or vaccum leak idk?
could this cased by the tune also?
any ideas?
any suggestions to stop the annoying reving up and down

who tuned it? also sounds like it could be running rough, maybe to rich until it warms up, my car just started acting like this also, due to the cold weather. my tune is running rich until warmed up. and i know because my wideband tells me(not just a shit a/f guage )

just my 2 cents on this.

yeah was thinking maybe i was running rich, the guy who tuned it talked alot of bs then found out he just ordered a burner off line and called him self a tuner. so i dont hit boost or anything just cruise but since it got cold it runs like crap thinking of just getting it tuned again

Needs tuning. There is probably nothing wrong with anything else. It's difficult to tune for cold weather unless you're actually tuning in cold weather. Cold weather cold start tuning (all cold start tuning in fact) takes a lot of time, and I'm assume absolutely none of that was done.

Like the others said it is most likely a tuning issue.
