i'm assuming you have no cats at all, but if you actually have cats that are gutted, there's no way for an inspector to know without disassembling the exhaust, which won't happen (you'd be surprised how many people think they'll get caught having a gutted cat). but like i said, i'm assuming that you have no cats at all, in that case you're pretty much screwed, as i'm sure you know.
unless you can convince the inspector your car was made prior to 1973.

Don't quote me on this, but I don't think they can test for tint, and if worse comes to worse, just roll all your windows down before inspection, you'd be amazed how many inspectors dont want to roll windows up to check to see if they work in the heat.
some inspectors are absolute retards. a guy i worked with wouldn't pass a stock civic si until management got involved because he insisted the turn signal lenses were aftermarket clears and it was too low. i passed once without a working horn.
I passed once with a very worn pitman arm, cracked windshield(on drivers side), exhaust leaks, bad rear brakes, no power steering, no emissions, and two belts missing.
