They are very fine scratch left behind on the surface from either a too aggressive compound/wax or a too aggressive pad. A simple buff out from someone that knows what they are doing would more than take care of then. But if you would rather spend the money to re-paint, then have the car wetsanded and buffout, and probably have swirl marks again from the heavy buff, then spend about $100 to have it buff right, go for it.
