autobody techs get in here.
I have some extreme rust over my passenger side rear wheel well, like, to the point that i think i need a new 1/4 panel....my questions are a) could it be fixed without a new 1/4? and b) how much would it likely cost for labor if i brought a good 1/4 panel to the shop with the car to have it replaced?

and it's gotten even worse than that at this point.

its fixable, grind all that fucking rust off and most likely cut some new sheet metal and weld it. that would be the best way to go. would take alot more time if you tried to reshape it with fiberglass..
it would be more worth the time effort and money to get a new quarter panel. depending on availiblity itll cost a hundered some for the panel. maybe cheaper at a junk yard, and maybe a hundred o so to paint match it. Which might be hard considerign how old the paint is on that body and how faded it is. Then cost for the shops labor to put the panel on.
I have a right rear Quarter panel. I got it from acura dealership about 3 years ago to fix my wrecked 95 integra, I never did use it. It was $300 ...The insurance check paid for it. Its been sitting in my grandparents garage for a while now. You can get it for $50 if you want it.
