hand brake adjustment
What does your emergency brake engage? Some cars have an actuator that forces the rear pads against the rotors. Others use a drum style brake assembly inside the rotor hat.
If you have rear actuated calipers, check the thickness of your rotors and pads. You can try to reset the calipers by twisting the piston back in (get a cube style brake piston tool from a parts store, or get a nice one from Snap On) and then pumping the brakes back up w/the pedal.
They should look something like this, with the cable attached directly to them w/some sort of return spring.

If you have a drum brake style inside the rotor hat, or just have rear drums. The cable pulls on an arm and forces the shoes out. These brakes have a star wheel adjuster that may need adjusted out. It should only spin in one direction. Be careful not to get them too tight. You only want a very slight drag on the wheel. You should be able to give the wheel a quick hand spin, and it should go aproximately 1 revolution/turn. If the shoes are too bad they will need replaced.
