Default Idle air control valve

Ok - Mines not working. I have been told you can bypass it but your car will always idle at 1100 RPM even when cold.

Is this harmful? If not how can I do it? Its for a B18C6...same as a C5 pretty much.

I thought about just getting a new one but Ebay I only found one for 100.00 and Advance auto parts wants 250.00 so Im hoping to do this the cheap way.

I already took it off and cleaned it with carb cleaner. Didnt work and made it start surging a bit.
