Default MY CA18 is bogging, can this cause it.....

I noticed that when im going WOT that my boost gauge only goes up to 0. My idle is at 20vac which is good. I noticed that my internal wastegate on the S15 turbo does not move. I tried getting a signal from the intake manifold and the hotpipe and nothing. Can this be cause my motor to flood sometimes and bog?

The wastegate acuator is really tight and hard to move naturally. The tighter it is the more boost you're running. So I doubt it's the wastegate since your getting no boost. I'd suspect a major boost leak causing you to run rich. Let your car idle and spray carb cleaner at every intercooler piping joint and connection. If spraying it at a certain section causes it to stumble, that's your culprit.
