Default Head Gasket Replacement.. timing cover problem..

LSS : I bought a crap laser from another dragva user with tons of hidden problems. one being a blown head gasket and possibly the head.. anywho ive stripped down most of the upper engine but the top middle timing cover bolt is all weird.. no socket will fit it.. tried all from 9mm to 12mm and nothing.. this common? 92 laser rs turbo..

i managed to shine light in the well and i noticed that the bolt head was all the way to the bottom left not centered.. wtf??
