about 12 inches is the tire. It really depends to the whole tire size, and vehicle application.
ie, you could have a 315-30-19, on the back of some car with 19x12's. VS. a 315-50-15 on a 92 chevy silvarado with 15x10 wheels.

So please post a little more detail, so we can see what you are working on.

I was going to say between 10-12, your choice - I have a 255/50 on my 16X8, and it is beefy...if you did a 315/30 on a 10 inch rim there wouldn't be any of that stretching you hate so much, it would be beefy as shit.

It's not really going to "stretch" on a 12" rim either. It's going to fit like it should on a 12" rim....11" should be fine as well. Any less than that and I think the tire is going to have stresses put on it that it wasn't designed for and you might get some even-wear problems.

with a 30 series tire? Aside from the mounting guys having a hell of a time getting those tires on the rim, you're still going to be putting a hell of a stress on a VERY stiff sidewall which is going to make the tire perform and wear as if it was overinflated.
