Default blowing fuses

My instrument cluster is blowing 15a fuses. When you just turn the key on the Batt. gauge moves like normal but when you start the car the fuse blows. We checked the signal wire from the coil and it working normal...checked with test light from sig. to ground and the light light up but surged ( flickered ) normal. We check the fuse block and when you plug the test light it on the power side the light lights up and then you put pwer the the ground side it lights up. I dont know how to check anything else.
