Fast idle thermo valve maybe? Does it change it's idle once it warms up?
The idle surges between 1200 and 1300 are most likely the ECU adjusting ignition timing, there is a little fine idle control through that method and it's pretty common in modern ECUs. Does it drive and run ok under load? If you're having coolant temp sensor problems, or coolant level problems, those will generally have an effect when it's running also, not just idling. Just to be safe though, check the coolant temp sensor. Most of the other sensor problems (MAP, CAM, crank, etc) will affect running all of the time, and will often throw a code. Vacuum line problems can be subtle though, and hard to pinpoint.

coolant level is topped off. cant find a vaccum leak. it doesnt change idle at all when the iac is plugged in. i unplugged it so it wont idle so high. it drives perfect under a load. it surges between 1200 and 1300 only because i unplugged the iac. when its plugged in it surges from 1200 too 2500. i only unplugged the iac so i can drive the car without it surging so high. ill check the coolant tem sensor and let yall know.

hey man, i'm not sure if what i'm gonna say will help you but.... i had the same problem when i dumped my GSR motor into my 00 Ex, and it did the same thing, i hated it cuz it'll do it when you are tryin to cruise also.
anyways i looked at my friends stock EX and i tried followin the wires around and found out that i had a couple plugs on different sensors behind the intake manifold, it stopped doin it and it ran fine after that.
try lookin at someone elses and see if you got some sensor plugs crossed, they all the same thats why i messed up in the first place on mine.
