doesn't look like it, no back brakes, but it does have a headlight and a speedo so it might be.

49 cc motor and it has rear brakes and yes i ride it around in the precint parking lot behind my shop...they dont say shit..i usually end up with a crowd of officers thinkin they should get it for there kids but there wives would kill them....lol
