well uhaul, penske etc... are not that bad, $40 for a day and dollys are easy to use, so unless you rent from a private owner you know i think you dont much choice.
there actually hard as fuck to find around fred. everytime i need one there always hours away.....but yeah uhual is where to look ive borrowed some private ones and there always fucked up and more of a pain in the ass to use. Ive been told its illegal to tow a car without tags on it too.......just a heads up
i have one you could borrow,the thing is the car does not drive onto it,it attached to the hitch and rests on the front bumper and pulls using the tow hooks.

no it's not. i've done it. towing companys do it all the time. it's illegal to drive a car with no tags (unless you have an exception, ie, you buy a car at an auction and get a sticker from the dmv so you can drive it home with a grace period since you are waiting on the title.)
but i dont see why it would be illegal to tow. i've never been pulled for it.
edit: what are you pulling it with? honestly for $10 more a trailer is better than a dolly.
Trailer has tags, so the car you're hauling doesn't have to. That's worth it right there. With a good truck, it's also much safer to tow a trailer than a dolly because of "tracking" issues where the car if the wheels are not aligned straight will make the dolly literally go diagonal when towing.
