Default headlights

Here's the deal, I've got a 1997 honda civic, the the passenger side headlight works in both low/high mode, the driver side light however only works in high mode, not low.

Bulb is brand new....

so far i've tried this:
checked all the fuses inside the engine compartment, and under the dash.
checked the wire for anysort of bad grounding or showing copper.
I've hardwired the bulb to the wires. (bypassed the connector)

any further input would be great, cause im at a loss.

Default Re: headlights

check for power at the fuse to see if theres a break some where in between the headlight switch to the fuse box or from the fuse box to the headlight.
