Default Temporary plates in VA

Is it possible to get temporary tags in Virginia when you buy a vehicle from an individual? Or are you stuck hauling/towing a car without plates or various other underhanded, shady means of transporting it? I've dug over the DMV website and haven't found a lot outside of applications for temporary tags by dealerships. Is it the same for private individuals? I'm a little in the dark here so forgive me if this is a dumb question.

you can get "trip tags" off the DMV website. its like 15 bucks and it allows you to legally drive the car with out it being regestered for like 3 days.
