Default Re-Starting problems

I own an Escort RS Turbo 1600 (1989) and it has a pretty decent amount of mods done to it, I only add this because it might help with fixing the problem. The mods are, 3" downpipe - exaust, 5psi and 15psi settings with a chip, stronger acuator, hybrid turbo (garret t3 i belive) and 2 stage boost controller, HSK SSQ BOV and a pretty rich tune . now on to the problem.

At first when i started the car if you didnt tap the gas for a short period of time the car would die. Even when driving and you would step on the breaks to come to a stop the car would die, not always but periodically. I fixed this sudden turn off by turning the idle screw alittle and uping the idle. But the car will still have issues restarting after you turn it off. I asked the guy at the hobby shop on base and he said it sounds like an ignition modual. Im going to the auto parts store and picking one up but i wanted to see if anyone else had an opinion on what the problem would be. Thanks for the help.
