DSM Won't Start

I have a 1991 Eagle Talon ESI Thats been freshly rebuilt about 150miles ago.
i've been trying to sell the car so it hasn't been driven all to much. Well i go to start it up and nothing. it ran fine before i parked it. I have no ignition and i do believe the fuel pump is not turning on. I have ground to all ignition componets but no voltage were i'm suppose to( crank / cam positioning sensor). I checked the coil for resistence and it checked out good. All the Wiring diagrams point to the ECM(shitty haynes manuals). I'd rather not buy a ecm and was wondering what else it could be?

DSMs of that time period were notorious for capacitor failures inside the ECU. Get someone who knows about DSMs to take a look inside the ECU for you, and test a few things if they know what they're looking for. If I remember correctly, some say the caps can be replaced and the ECU will work fine, other people say it will destroy the ECU. I don't know for sure, I just remember hearing about this during my ECU hacking travels.
