my car is a 99 crx with a whole bunch of differnent parts other than what came for a crx. Was thinkin hobby or specially constructed but i cvant find anything on dmv website

They only way you'll avoid emissions is registering your car somewhere else in VA that doesn't require emissions. Go to DMV and tell you that you want your car garaged in Norfolk or VA Beach.

I thought the only way out of it was an antique tag. thats how I dipped out of inspections.

yes sir, as long as the county the car is garaged/parked in doesnt allow emission then you follow their rules, simple and easy
