My buddy is looking for somebody that can tune a Haltech standalone system or knows anything about it.

Any tuner should be able to tune it, there aren't any differences in tuning and particular brand or model of aftermarket ECU really except for the initial system configuration (setting up sensors, number of cylinders, crank angle offset, etc). Other than that it's just tweaking table values, and is exactly the same as any other standalone. Find someone whose tuning you trust, and then show them the Haltech software. They'll be able to tell you immediately whether they will be comfortable using it or not. In this instance the hardware has nothing to do with it, its all about the tuning software.
