possibly, but dont know why it would be primer. unless someone wanted to paint it. usually in a flexible black plastic.
if your looking to buy one, they are less than $100 brand new so i would waste money on a used one.

Yes, that looks like one, but I'd steer clear of that particular one. What ever topical finish is on it will crack because a Mach1 chin spoiler is made of a rubbery material.
