The tread is taken from the lowest point on the tire. so even if you have a tire with 5/8s inch of trad on the out side and it is bald in the middle you will fail. At least thats what they say when in the hand book to become a inspector.

it also depends on where the plug is at inside the tire.
if it is within 1 inch from either sidewall, then no I WOULD NOT pass it, but thats just because im a dick.
