its actually federal, but any passenger vehicle manufactured 1986 or after whose overall width is less than 80", or any multipassenger vehicle (bus, SUV, MPV, or van) manfuactured after 9/1/1993 or later must have a DOT/SAE approved CHMSL.

thanks. that is what i though. another question dose anyone know how to get around registering a car in another county with out emissions?
