Default 91 Honda civic question (Any Mechanic should know)

Some of you might laugh at this post but thats ok i know i did when i was a know it all, LOL. but here it goes

Looking a a 91 civic, clean car but motor will not start. Guy has receipts for everything new plugs wires alternator, dizy, everything. Said the mechanic told him it had a burnt valve. So the question is would a burnt valve keep it from running, me personally i just thought it would smoke not keep it from starting but what do i know. If anyone thinks im right or know im wrong please let me know, Thanks

It won't run great, but it won't keep it from starting. Will it not crank?
