Default b16 rocker arm problem?? experts needed

Got my b16 head back from teh machine shop only to notice that out of all 3
rocker arms, only 2 move together...am I missing an additional gator pin? all of the vtec
"pins/pistons" are there its just the 3rd rocker arm moves independent on all cylinders, not sure if this is how its supposed to be or not, i was under the impression that all 3 rockers should be held in place by pins...is there only 1 pin or 2? i am not talking about the VTEC pins/pistons i am talking about the small gator pin that keeps the rockers in place. heres some pictures

two rockers moving togehter.

moves independent?? sort of 'snaps' in place if i push the vtec piston/pin in...

I think there's a cylinder head and someone's hand in the picture. It's hard to tell anything else.

and im pretty sure they all move seperatly.

Because when i do headwork i take tie wraps and lift them all up and wrap them together so they aren't in the way.

ive had tie wraps break on me, and 1 rocker fall down and get in my way.
