In order to register state police has to be there to verify everything is good. There is an easier way I believe but have no time to go through the process. Looking for a 600cc bike.
Bike actually has a current inspection and passed. Just state police wasnt there to verify so clean title was not issued.

State police must come to the shop and visually inspect the bike to clear it. At least this was the procedure we used when I worked at a shop several years ago. From there we would take the documentation to the DMV for the new title.
