I currently have a p28 ecu in my eg civic ex, what would the right ecu to run w/h22a4?

p13 is the h22 ecu. Or chip the p28 and get a tune be the best thing to do.

If you chip it, it should be more than enough. The only reason to go S300 or Neptune RTP, imo is for datalogging purposes. If you are not going to do that, or tune. Then a simple chip kit, is more than enough.

Just socketing and putting a chip in to be able to run Neptune is more than enough.

I ran a P28 with Hondata for a year then i got AEM keep the p28

I have a socket already in there. Does neptune just plug in like a chip or is there other stuff that needs to be done to the ecu?

Neptune simply needs to be loaded onto your chip. The only cost of neptune is having a chipped ecu and paying a $100 licensing fee.
