Could be the hard drive as well. Does it make any kind of clicking noises or anything when it hangs up on the welcome screen?

no clicking noise it goes to welcome screen to log on once you do its logs you right back off

What you might want to do is find out what's in the laptop. If it has at least 1 gig of RAM, and a decent graphics card, you can likely install Windows 7 on it and get a whole new experience out of the laptop. Check out Newegg for the Win 7 OEM edition.
