Ok so I just put a new b16 bottom end in from the machine shop. Cars runs good but sounds like its misfireing at idle and leaks very little smoke out of the breather. When I go to give it gas it sputters and only lets me go to 4000 rpms. But the inside of the distributor the plastic black wheel is broke off. Can that be the problem

The answer is yes. A broken distributor will cause engine problems. Fix the distributor.

 

And also if you cut the white 10ga wire under the column it will get rid of the rev limiter and you will be able to rev till 9k

 

And why are you reving the shit out of a brand new motor?ever heard of breaking them in?
