Check the antifreeze? Check for leaks. Actually change the heater core. Flushing it doesn't always work. It could be numerous things.
Edit: what engine is it?

Re: 93 Ford Ranger Heater problem
If you or a previous owner had ever used StopLeak (or any type of hole-plugging paste) in your radiator before, chances are it has gunked up your heater core.

Most likely it's behind the dashboard.
Get a Haynes manual.
Good luck

Re: 93 Ford Ranger Heater problem
A lot of older fords also have a vacuum actuated heater control valve, check to see if that is in proper working order. If not, it's usually about a 20-30$ part along with the loss of antifreeze.
