Black gunk on exhaust side of turbo

Black gunk on exhaust side of turbo
I installed my turbo kit on my b20b. The car is smoking a good amount of blue smoke. I checked the charge piping and there is no oil but then checked the exhaust side of the turbo and there is black gunk all over it. Could this be bad turbo or just running rich? the turbo as a restrict-or and the car is on a basemap as well.

So this is only on the output side of the turbine, and not the input side of the turbine? If its only on the output side, its most likely a seal leak, or too much oil pressure forcing oil past the seals, or a oil drain line problem.

Yes only on the output side of the turbine. I'm curious if it's my oil drain I see a little oil leaking from the connector to the turbo

You've followed all of the drain rules, like the height of the turbo center section in relation to the oil pan, etc?

I welded the return as high as I could on the oil pan and I thought I centered it pretty well. If you don't mind telling me the basic drain rules that would help.
