it is a popular mod for rx7's being that it is free. the reason i did it is because my secondary butterflys are opened and closed by a vacuum. when you hit the throttle you still need to wait for the vacuum pressure to open the secondaries all the way so by removing them you get better throttle response.
you want it open for high revs, and closed for low. The reason is because with them close at low end, it makes the air take a longer route through the intake manifold providing more torque. Now what sil80er was saying may be true aswell. but having them open at high rpms decreases the length the air needs to travel providing more HP.
You don't want them open all the time. Thats not good. People have dyno tested it before and shown power loss. Check honda-tech for secondary butterflies, or IAB, and see.
I would have to agree with the two above posts. You don't want the secondary runners open at all times. Your low end will suffer, specially if the motor is close to stock form. It's not worth the trouble in my opinion.
